- Add --all that unions LOCAL sig_version < CURRENT with invalid candidates (not a flag-flip of enumerate_invalid_*). Conflicts with --tx/--all-invalid. Dry-run prints upgrade vs invalid counts; maintenance audit uses upgrade wording vs key-repair. Integration test covers valid v1 → sig_version=2.
